When federal Progressive Conservative energy minister Pat Carney made good on Prime Minister Brian Mulroney's promise of a new energy deal for western Canada,it ended 11 years of administered oil prices and signalled the demise of the National Energy Program(NEP).The Western Accord relaxed oil export restrictions,abolished five federal taxes from the 1980 NEP and phased out the petroleum and gas revenue tax.A natural gas deregu-lation pact would also allow buyers and sellers to set their own markets and prices,and would remove constraints on short-term exports by 1986.
