CANADA'S EAST COAST OFFSHORE business has followed a trail as rocky as some of Newfoundland's windswept fjords since the first well was drilled from an artificial island in 25 feet of water off Prince Edward Island in 1943. Hillsborough #1 was drilled to 14,750 feet at a cost of $1.25 million—at the time, one of the most expensive wells ever drilled in Canada—and the fact that it came up dust dry was enough to keep drillers away for the next 20 years or so.
