The mayor of Mexico City calls himself a "ray of hope," and he has earned a loyal following among his 9 million constituents by inaugurating high-profile public-works projects and doling out monthly stipends to the city's elderly, single mothers and disabled. On a sunny weekday morning in May, Lopez Obrador handed out keys to 116 new apartments for low-income residents of four neighborhoods scattered across the city. At each stop along the way, the mayor arrived in the conspicuously downmarket Nissan Tsuru sedan that has come to symbolize his austere lifestyle and man-of-the-people image. And to the delight of the adoring crowds who greeted the mayor on his rounds that day, LopezObrador made clear whose interests he would champion above all.
