Overview of the Compensation and Liability Regimes Under the International Oil Pollution Compensation Fund (IOPC)

This paper focuses on the cost recovery issues arising though theoepration of the International Oil Pollution compensation Fund (IOPC)and administrative matters which arose following the Braer and SeaEmpress oil tanker pollution incidnets in the UK. Each of these oilspills brough very different problems. Any major oil spill will haveprolonged economic ans social consequences for the communitiesaffected. Membership of the International Oil Pollution CompensationFund (IOPC Fund) will do much to soften the impact as regard economicdamage. However, the operation of the Fund brigns difficulties whichmay not have been consdiered by the administration prior to thespill. Some of the difficulties are foreseeable.
