EPA proposes rule for emissions controls

The US Environmental Protection Agency has proposed regulations to enforce reduction of emissions of toxic air pollutants at chemical plants, petroleum refineries and other industrial facilities. The regulations cover the transfer of organic liquids into, and storage in fixed- and floating-roof storage tanks, tank trucks, and rail cars, and to the transfer of the liquids through pumps, pipes, valves and other equipmnet that might leak.
