What a difference a year makes. According to the 2006 Navigant Consulting/Electric Perspectives survey, respondents are far less consumed with federal regulatory uncertainty than in prior years. Though the full implementation of the Energy Policy Act of 2005 (EPAct) hasn't yet occurred, EPAct has provided some certainty as it sets out to help shape the industry's future and define federal regulatory powers. However, state regulatory concerns are still a major issue for these executives, who point to the need for utilities to strategically manage their rate cases and rate increases.
