Washington-Thirteen environmental groups opposed to the Keystone XL pipeline used an obscure legal maneuver September 22 to challenge Canada's oil sands extraction. Led by Earthjustice and Ecojustice Canada, the groups lodged a "Pelly petition" asking the US Interior Department to investigate whether Canada violated international treaties by failing to protect woodland caribou and migratory birds.
