Recent emphasis on two issues affecting construction, the legislation that has resulted, and the emerging red tape industry associated with the new regulations, suggests a kind of tunnel vision that totally misses the wider picture. The leaky-house syndrome and the problems of subcontractors' and suppliers' cash flows are only two of the symptoms of the deeper problem of procurement: that of awarding contracts to the cheapest (mark that I do not say "lowest real cost") bid for a particular construction project.
