New York-Refiners in the US Rocky Mountain region hope rising global oil prices will kick-start dwindling local crude production to more closely match regional downstream demand, particularly for refiners in niche mar- kets like Utah’s Uinta Basin. Because the region’s rugged, mountainous terrain challenges pipeline construction and other infrastructure buildouts, most refineries are small, isolated and dependent on local pipelines, rail and even trucks to bring crude from the wellhead.
