Commissioning: CQUIN

Siince its first year in 2009-2010, many CQUIN schemes have been developed and agreed. The framework aims to embed quality within commissioner-provider discussions and create a culture of continuous quality improvement, with ambitious goals agreed in contracts on an annual basis (DH, 2010). Providers of ambulance, community, mental health and learning disability services using national contracts, like providers of acute services, have needed a full CQUIN scheme to earn CQUIN money since 2010-2011 (DH, 2010). The financial value of CQUIN schemes has increased: in 2009-2010 they were 0.5% of the contract value of the provider, and this year (2015-2016) negotiations include 2.5% of the contract value for CQUINs (NHS Commissioning Board, 2013). An example of this is if the income of the provider is ￡100 million then at least ￡2.5 million will be set aside and given for CQUIN schemes/ developments. (NHS England, 2014)
