STATE SENATORS ASKED US Secretary of State Hillary Clinton on May 25 to delay approval for Canadian pipeline firm TransCanada's $13.3B, 700K-b/d Keystone XL extension pipeline until May 2012, so that the state can put in place legislation to strengthen oil spill liability standards. The planned, 1,661-mile (2,679-km) pipeline segment, which would transport Canadian crude to the US Gulf Coast, already has encountered delays due to environmental concerns regarding its size and scope and the heavy crudes it would transport. Canada's heavy and oilsands-derived crudes emit more CO2 during production than do conventional oils.
