The current process being used to negotiate global climate change policies under the UN is unlikely to result in binding GHG emissions reduction targets, said Yvo de Boer, former UN climate change secretary. De Boer, special global adviser for climate change and sustainability for audit consultancy KPMG, noted that a focus on reduction targets puts wealthy nations' goals on a "collision course" with those of developing nations, and the UN instead should concentrate on offering incentives for developing countries, which fear the potential high costs to their economies.
