CONSENT FROM THE US State Department for TransCanada's proposed Keystone XL pipeline expansion project is still pending; however, on June 15, the US House Energy and Commerce Subcommittee on Energy and Power approved a bill to mandate a deadline for a decision by Nov. 1. Because the pipeline crosses an international border between Canada and the US, the expansion must be approved by the State Department.
