We have been proposing to apply visible light communication to ITS road-to-vehicle communication, using LED traffic light as the transmitter and on-vehicle high-speed camera as the receiver. In visible light communication, we transmit information by the luminance of LEDs and we receive it by capturing the transmitter with the camera. Thus in this paper, we propose a real-time receiving system that detects and tracks the transmitter from the image captured by a high-speed camera at 1000 frames per second and receives the transmitted information in real-time to enable such communication. We also show algorithms of detecting the transmitter from captured images and the results of the detection experiments.
