Quantification of harmful events for risk estimation

摘要

In order to clarify the concept of "risk", the authors propose to define it as the combination of the probability of occurrence of a harmful event resulting in harm and the severity of that harm, where the term "harm" is definitely used for showing a state of an item only. Based on the new definition, quantification of harmful event frequency, harmful event rate, harm restoration rate, etc. is discussed.
