While many legislators want to see improvement in recycling and composting, few succeed. While legislative debates in recycling and composting increased in 2003, little substantive action took place. This lack of significant movement is probably more a sign of the tough budget issues facing many state legislatures this year, where little time was available to focus on non-budget matters. Nonetheless, an assessment of state legislative efforts illustrates the concerns affecting today's materials recovery industry.
