2012 is shaping up to be a challenging twelve months for KiwiRail. Several issues are facing management and directors as they aim to meet Government-set targets, as outlined in the Turnaround Plan. One of the factors is the Government itself. Following the election of the National-led Government for a second term late last year, a ministerial reshuffle saw Steven Joyce as Minister of Transport replaced by Gerry Brownlee. Although Mr Brownlee ranks No.3 in Cabinet, he is also Minister for Canterbury Earthquake Recovery, and this appears, understandably, to be taking up most of his time. On matters of transport, he has been almost invisible and, coupled with that, the Government does not appear to have a transport plan for this term in office, apart from proceeding with Roads of National Significance. The transport industry in New Zealand deserves better than a part-time transport minister.
