Excluded-materials lists (often called deleterious-materials lists or blacklists) were introduced to the UK construction industry in the late 1980s with the aim of preventing the use of materials thought to create unacceptable risks to health and safety or durability. In practice, they have not succeeded in supporting clients' aims of providing safe, durable structures, and there is evidence that they have complicated rather than simplified the process of materials selection.
