The explosive increase in demand for mobile communication services has created a sudden increase in the number of subscribers to these services, and in mobile communication network traffic. To respond to this rapid growth, speedy service area expansion and capacity expansion were required. Mobile communication networks consist of extremely large numbers and various kinds of network elements (NEs). Constructing and managing NEs in the mobile communication network requires network construction workers with highly advanced knowledge and experience. This paper describes the basic concept of the organization hierarchy agent model, devised for the purpose of the application to the Network Element Facility Design System (NEFDS) to support network construction works. By applying this agent model to NE-FDS, this software can be rapidly and flexibly changed to meet changes to network construction works procedures. Furthermore, it shows the characteristics of the utilization system applying this agent model, and presents performance evaluation results for the systems.
