A study by USAID found that in 14 of India's largest cities, citizens breathe air that the government deems "dangerous". Most of the cities in India have airborne particulate matter at least three times the standard prescribed by the World Health Organization (WHO). Coal-based thermal power plants are one of the major emitters of particulate matter in India and lack of severe penalties for non-compliance with regulations has worsened the situation. There is an immediate need for investment in technologies to reduce particulate emissions.
