As a result of a Cooperative Agreement between the Higher Colleges of Technology in the United Arab Emirates and Texas AM University at Corpus Christi, the National Spill Control School conducted an Oil Spill Response Training and Management Seminar in Abu Dhabi, UAE April 6-10, 2002 (Fig. 1). The focus of the seminar was an overview of techniques and equipment available to cleanup oil spills and management techniques that have been used in other parts of the world to make the cleanup operation more efficient. The Incident Command System received particular attention since any significant oil spill in the area would involve various stakeholders in the cleanup mechanism. Another emphasis area stressed the need for preplanning to establish the availability of equipment and manpower as well as to give initial direction to the cleanup process. Feed back at the end of the seminar indicated that additional training especially hands on training using cleanup equipment was desired. As the first step in implementing this Memorandum of Understanding, the National Spill Control School of Texas AM University-Corpus Christi conducted a seminar on Oil Spill Management at Abu Dhabi Petroleum University (ADPU) in Abu Dhabi, United Arab Emirates April 6-10.
