The paper presents the problem of relationship between velocity on two-lane, two-way highway and selected road parameters. Taking advantage of a number of analytic or empirically determined relationhips it can be evaluated which v_(85) velocity shall be guaranteed by the technical state of the given highway segment. Drawn along the road, the profile of velocity v_(85) (guaranteed by the technical state of the highway) enables to find the place where the decreased values of v_(85) occur or where sudden variations of this velocity occur in succeeding segments. The Author proposes to use the above analysis of the effect of individual highway parameters to asses the technical state of roads with regard to the guaranteed highway functional quality, i.e. v_(85) velocity 30, 31. Analysis of technical state of highways with regard to velocity is needed and necessary, as writes St. Lenczewski in his foreword to 18: "road accident statistics give the driver's error as one of the main causes analysis of accident locations proves their grouping on the definite, short segments of the highway. This phenomenon could mean that in certain definite places, sudden and unexpected to drivers, alterations and difficulties in traffic conditions take place and situations created by them lead to accidents, in which the highway plays an important part."
