On 17 March The Office Of Fair Trading announced its decision to impose fines of more than 030,000 on nine roofing contractors for anti-competitive behaviour in the West Midlands. The OFT found that the contractors had agreed to fix the prices of repair, maintenance and improvement services for flat roofing by colluding in the making of tender bids. Cartel agreements to fix prices directly or by way of collusive tendering (also known as bid-rigging) are considered by competition authorities to be among the most serious types of anti-competitive behaviour.
