Colombia's public spending watchdog expects to release by mid-year the results of its investigation into $1bn in construction contracts for state-controlled Ecopetrol's 165,000 b/d Cartagena refinery. The agency "is pushing ahead on a detailed revision of the pre-commissioning, commissioning and start-up of the refinery, looking at issues like double and triple payments that were made on some contracts," Colombia's comptroller said.
