After a detailed discussion of the effects occurring during prestationary flow in a rotational viscometer, it is found, that moduli of elasticity can only be measured, if the characteristic frequency of the measuring system is larger than or at least of the same order of magnitude as the reciprocal of the largest relaxation time of the measuring fluid.
