NINE EUROPEAN nations are establishing a united framework for dealing with civil emergencies, following the first UK user demonstration trial of OASIS - Open Advanced System for disaster (and emergency management). OASIS aims to improve information flow in command and control systems that are set up to support operations in crises. In the case of large-scale emergencies - such as cross-border floods or conflagrations - an effective information exchange is crucial to saving lives and overcoming disruption to infrastructure. OASIS brings together a group of policy advisers from each participating country, to pool the experience and capabilities of each partner in creating an IT framework for coordinating the activities of diverse agencies that have language, cultural and technology differences.
