“Strengthening Global Nuclear Governance,” by Justin Alger and Trevor Findlay (Issues, Fall 2010) raises a number of important issues that merit serious discussion. Although I have no argument with the issues raised or their importance, I found the article to be written from a rather conventional perspective. It reflects the current focus on building only large plants, the assumption being that such facilities are also appropriate for all other countries to meet their electricity demands. I am not convinced.
