China and the USA have ratified the Paris climate change agreement, relegating the UK's dithering to insignificance. IT WOULD HAVE been a bigger surprise had the US and China revealed that they were unwilling to ratify the UN's Paris climate change agreement during September's G20 summit than for them to go ahead and do so. Their original pre-Paris accord and the pragmatism of their two leaders, President Barack Obama and President Xi Jinping, has long made joint ratification likely.
