To improve the matching frequency characteristic of EM-wave absorber, the method of using a stratified conductive short-plate is investigated. A low conductive material, which is called "Conductive Buffer: CB", is mounted in front of a terminal high conductive material. The matching frequency characteristics are investigated experimentally and theoretically. The matching characteristic can be improved and changed broadly toward a low frequency region by controlling the conductivity of CB. The method of realizing the optimum conductivity of CB is also proposed simply by punching out circular or square holes in the CB with a high conductivity.
