The authors appreciate Professor Kollar's discussion of their paper (Qiao et al. 2001). Based on the regression Eq. (38) of the authors' paper and some additional work, the discusser presented simple and explicit expressions for the buckling loads of plates with rotationally restrained unloaded edges. The discusser assumed a general formula see Eq. (3) in the discussion, which he referred to as a ''closed-form'' solution. Since the discusser arrived at this expression for plates with rotationally restrained unloaded edges from the cases of simply supported and clamped (built-in) conditions, Eq. (3) in the discussion is not theoretically rigorous and cannot be claimed to be a closed-form solution.
