Even before the COVID-19 pandemic there was a dramatic and consistent decline in the number of prosecutions for health and safety offences in Britain. The number of prosecutions for health and safety breaches brought by the HSE in England and Wales or by the Crown Office and Procurator Fiscal Service in Scotland fell from 1,668 prosecutions in 2002/03 to 342 in 2019/20.
