In 1994, during her tenure as French minister of culture,Catherine Trautmann launched this surface public transport project instead of building an automatic metro. Marrying a mobility project with an urban one, it became the starting point for a "French school" of tram systems.In the beginning there was almost unanimous rejection of the project. It was considered retrograde, a disaster for traffic, the ruin of shopkeepers, and so forth, so the first phase focused more on establishing the legitimacy of the project than on determining how to build it, which yielded us a lot of design freedom. Five years later, Catherine Trautmann was re-elected triumphantly, which sent a strong signal to other hesitant cities.
