Trying to make sense of highways and transport in the UK

The last traffic advisory leaflet (TAL) was published in November 2017 (TAL 01/16 - Influence of bollards on pedestrian evacuation flow) and before that there was one in 2015. It seems almost as if the Department for Transport has given up on providing advice for practitioners on the tricky and interesting subjects. Yes, other words of wisdom have been published, such as the circulars and local transport notes (UN), but even those seem sparse these days (and I know devolved administrations also publish guidance).
