By the early 1910s,Christchurch's shunting yards opposite the railway station were heavily overtaxed, causing congestion, delays to trains, and significant delays at the Colombo Street level crossing. Colombo Street was one of Christchurch's busiest streets with trams, vehicles, cyclists and pedestrians all on the move. Nearby land had been built on, so a search was begun to find a place to position a new marshalling yard. By 1914 the Department had initiated a proposal to construct a new yard on vacant land between Addington and Middleton. A somewhat elaborate plan was drawn up, consisting of five grids and locomotive servicing facilities. This plan was published in the New Zealand Railways 1914 D2 Annual Report. As part of the plan, it was also proposed to rearrange the Addington and Lyttelton yards.
