US independent refiner Phillips 66 plans to restore fuel supply to customers of its 149,000 b/d Borger, Texas, refinery after placing gasoline and diesel buyers on allocation earlier this month. Phillips 66 put branded fuel customers in the west Texas cities of Amarillo and Lubbock on allocations of 90pc for gasoline and 75pc for diesel on 7 June after a hydrotreater unit — which remove impurities such as sulfur from refinery fuel streams — was taken off line.
