As the global warming problem continues to worsen and the high energy consumption problem is getting more prominent in these years, how to improve the environment and energy efficiency have become top topics that have attracted the attention of field scholars and policymakers. With the fast growth of the transaction volume of e-commerce business, the logistics industry has entered a stage of rapid development, and it has become one of the key industries in China to reduce carbon emissions in two stages. The adjustment of industrial structure is very important to realise low-carbon economy. This paper took Hainan Province as an example to calculate its Industrial structure upgrade index (ISUI), and employed the SBM-DEA (Slacked based measure-Data envelopment analysis) method to calculate the low-carbon logistics energy efficiency from 2011 to 2020, and the impact of industrial structure adjustment on low-carbon logistics efficiency was studied. The research results revealed that, from 2011 to 2020 (except 2018), the ISUI value of Hainan showed a gradual increase year by year; at the same time, industrial structure adjustment has a moderate impact on low-carbon logistics.
