EVOLUTION OF RIVER BASIN MANAGEMENT BEHAVIOUR OF LOCAL GOVERNMENT UNDER PRESSURE SYSTEM

摘要

The central government has imposed enormous pressure on the local government in terms of basin management by means of full-coverage environmental inspection. Considering features of basin management and characteristics of central inspection, this paper constructs a game model between the central and local government, analyses the influence of pressure system on evolution of basin management behaviour of local government, and further verifies the applicability of the research results through case studies. The study discovers that pressure systems formed by central inspection can drive local government to develop high enforcement basin management behaviour.
