New England generators are raising concerns about the regional grid operator’s plan to include power imports from Quebec in its capacity accreditation process for the first time, asserting that electricity being sent to Quebec during a cold snap in early February illustrates the uncertainty of counting on imports from other regions. The New England Power Generators Association (NEPGA) is pleased that ISO New England is starting to reexamine the role of ties with other regions for the capacity market, “but a closer look is necessary, and I’m hopeful that can be the case later this year,” Dan Dolan, president of NEPGA, said March 1. NEPGA has long raised such concerns as some New England states have looked to import more power from Quebec under long-term contracts to sustain winter reliability in the region, Dolan said.
