In one of her first acts following Senate confirmation, Secretary of the Interior Deb Haaland rescinded a 2017 secretarial order issued by Secretary Ryan Zinke that revoked a moratorium on new coal leasing issued under the Obama administration. See Secretarial Order No. 3398 (Apr. 16, 2021). Secretary Haa-land's order establishes a U.S. Department of the Interior (Interior) policy to "listen to the science; to address societal inequities and create opportunities for the American people; to conserve and restore our land, water, and wildlife; to reduce greenhouse gas emissions; to create jobs through a growing clean energy economy; and to bolster resilience to the impacts of climate change." Id. § 3. Consequently, Secretary Haaland revoked a series of secretarial orders deemed inconsistent with this policy, including the 2017 order issued by Secretary Zinke.
