New York Independent System Operator has pitched changes to theprocess for securing an exemption from its buyer-side market powermitigation rules to better reflect the clean energy transition underwayin the state, while not running afoul of recent federal mandates.In line with previous steps to address out-of-market resourceprocurement actions by states within the Eastern regionaltransmission organizations, the Federal Energy RegulatoryCommission in February issued a batch of orders (ER16-1404, et al) thatnarrow exemptions from NYISO’s BSM rules. To the dismay of statesand clean energy advocates, the commission has pushed marketmechanisms that administratively raise the bids of resources receivingstate subsidies on each RTO operating a mandatory capacity market- namely, ISO New England, PJM Interconnection and NYISO.
