The 4,126-page package (H.R. 2617) included $47 billion in emergency funds for Ukraine and $38 billion for disaster aid, and just over $15 billion in earmarks. Provisions including a ban on downloadingTikTok on government devices, changes to the Electoral Count Act, expanded retirement savings options, and protections for lactating rail carrier and motorcoach employees were also included in thepackage. President Joe Biden’s request for $9.25 billion in Covid-19 funding didn’t make the cut.
