A key part of Australia's emissions trading scheme is being put into action in July. Called the National Greenhouse and Energy Reporting Scheme, the scheme underpins how companies will report their emissions. The Federal Government sought the views of business and received pretty widespread support. However, there were some concerns raised. One was the issue of operational control. Who is responsible for generating the emissions? This comes into effect when a mine owner brings in a contractor to operate the mine. Which one must report the emissions - the owner or the contractor?
