Legislation pushed by Senator Joe Manchin (D-West Virginia) aimed at reforming the permitting process for major energy projects was once again left behind by the US Senate. A motion to proceed with the permitting legislation was rejected by a 47-47 vote early Thursday, well short of the 60 it needed to advance. Five Republicans voted in favor of the bill and eight Democrats voted against it.
