Mexico will head to the UN Cop 26 climate talks at odds with many of the policies adopted by its neighbours to the north and south. President Andres Manuel Lopez Obrador is instead pursuing an energy sover- eignty policy that seeks to boost oil and natural gas production, ramp up refning rates and promote the use of fuel oil and coal-fred power generation while curtailing renewable energy development. Mexico has committed to cut green- house gas emissions by 22pc by 2030 and 50pc by 2050 against a 2005 baseline as part of its Paris climate deal pledge — targets it is unlikely to meet as things stand.
