The energy infrastructure permitting bill that US Senator Joe Manchin, a West Virginia Democrat, unveiled Sept. 21 would settle recent debate over hydrogen pipeline regulation by placing the Federal Energy Regulatory Commission in charge, using a regulatory framework under the Natural Gas Act. Interstate hydrogen pipelines will be a key component of the future hydrogen economy and could include pipelines carrying pure hydrogen gas or updated natural gas pipelines that carry a gas-hydrogen blend. But how those pipelines should be regulated, and whether they should be regulated akin to natural gas pipelines, became a topic of debate over the summer in the Senate Energy and Natural Resources Committee.
