PJM Interconnection and its stakeholders Wednesday worked tocomply with federal regulators’ ruling that state default serviceauctions constitute state subsidies, with PJM proposing to excludecertain voluntary bilateral transactions that do not clearly tie stateauction revenues to a capacity market resource.In its April order (EL-16-49, EL18-178) on requests for rehearing andclarification with regard to PJM’s capacity market minimum offer pricerule, the Federal Energy Regulatory Commission denied rehearing andclarification requests regarding state default service auctions.Also known as Basic Generation Service auctions, default serviceauctions serve customers who are not served by a third party supplieror competitive retailer.
