The US Environmental Protection Agency (EPA) is “maliciously hindering” the reopening of the shuttered St Croix refinery in the US Virgin Islands, the territory's governor Albert Bryan said on 9 February. Bryan's criticism came on the same day that EPA approved plans to safely remove what it said are dangerous chemicals from the refinery owned by regional start-up Port Hamilton Refining and Transportation (PHRT).
