One half of all cotton Yarn sold in India has to be in hank form, according to the rules. This rule has been in force for decades, and was meant primarily to ensure the availability of hank yarn to handlooms. Over the years, it has been realized that handlooms do not need that much hank yarn, but the issue has assumed a political hue. No political party wants to incur the wrath of the politically influential handloom weavers.
