Recently seated Federal Energy Regulatory Commission member JamesDanly has signaled he disagrees with the agency’s practice of allowingrate schedules to take effect before they were filed at the agency.In a May 1 order (ER20-1145), Danly penned a brief concurrenceoutlining the position in a proceeding concerning a revised, unexecutednetwork integration transmission service agreement. Filed March 2 bySouthwest Power Pool and involving American Electric Powersubsidiaries Public Service Company of Oklahoma and SouthwesternElectric Power, the agreement had an effective date of February 1.
