Hesitant and dual hesitant fuzzy sets are generalizations of fuzzy sets. Hesitant fuzzy sets (HFS) are the set of the membership grades only, while dual hesitant fuzzy sets (DHFS) are used to deal in real-life situations where we are in hesitant position to provide the satisfaction degree and dissatisfaction degree. The HFS and DHFS encompass fuzzy sets and intuitionistic fuzzy sets, respectively. In this paper, we introduce the concept of HFS and DHFS in the form of hesitant and dual hesitant fuzzy numbers (DHFNs) to compute the reliability of the optical fiber communication (OFC) system. The fuzzy Weibull distribution (FWD) and aggregation operators developed for the hesitant and dual hesitant fuzzy elements. The universal generating function (UGF) for HFS and DHFS are also developed in computing the fuzzy reliability. The UGF method has also been applied to find fuzzy reliability.
